RFP-14DPW-1644: Request for Proposals for Solid Waste Collection Services

The Department of Public Works (DPW) will be seeking a qualified firm(s) to provide solid waste collection services for residential solid waste and recyclable materials in Indianapolis/Marion County.

Current solid waste collection services agreements are set to expire at the end of 2025. To ensure new agreements are in place by this expiration date, DPW plans to put forth this request for proposal to begin procurement efforts for the collection of waste and recyclables in September 2024 following a 30-day public comment period, and incorporation of pertinent public feedback. This is necessary to provide continuity of service to City-County residents

- Can the City please change/allow the physical submittal by electronic submittal? - Can the City please confirm that if the RFP is released by September 27th, the due date will be November 22nd and not October 28th (page 11 of the RFP-14DPW-1644). A project of this side requires at least 2 months to properly prepare it - Can a proposer submit pricing contingent to being awarded the combination of multiple districts? - Can the city provide the most updated unit count per district that appears on the most recent invoice? - Given that the City will take care of the processing fee for the universal recycling option, in order to promote equal competition among different companies, is the City willing to do the same for the subscription option? - Can the City provide the current recycling processing facilities? - Can the City confirm that heavy trash is serviced by appointment or by schedule? - Can the City provide the disposal rate for Citizens’ Transfer Stations? - Can the City provide the disposal rates for the facilities responsible for the services in Table 1.? - Is subscription recycling contained to the district that a Contractor is awarded or will the Contractor have the ability to subscribe customers throughout the entire City? - Would the City consider a per month service fee for additional roll carts? - Is the City able to provide any detail for the potential implementation of the organics collection program such as anticipated units, garbage characterization, etc.? - Can the City confirm that the total XBE utilization for this contract would be 27%? - Can the City provide a breakdown of the current subscription recycling Customers and Tonnage table (pg. 103) by district? - Can the City provide route information for the leaf collection similar to the trash maps (broken by route boundaries and day, etc.) - Can the City confirm that the disposal location for trash would be the same for heavy trash? - Can the City provide an anticipated date for when the universal recycling collection schedule will be decided? This will affect the number of trucks and personnel that will be needed to provide excellent service.
